കുമ്പള ടോൾ പിരിവ് വിവാദം, “ഭിക്ഷയല്ല”, നിയമം നടപ്പിലാക്കുകയാണ് വേണ്ടത് ,സമരസമിതി

കുമ്പള ആരിക്കാടി ടോൾ ബൂത്തിലെ പിരിവ് സംബന്ധിച്ച പ്രശ്നം വീണ്ടും വാദത്തിലേക്ക് കടക്കുകയാണ് . ഹൈക്കോടതി കേസ് പരിഗണിച്ചിരുന്നെങ്കിലും വിധി മാറ്റിവെച്ച സാഹചര്യത്തിൽ ടോൾ പിരിവ് ഇതുവരെ ആരംഭിച്ചിട്ടില്ല. അതേസമയം ദേശീയപാത അതോറിറ്റിയുടെയും കരാർ കമ്പനികളുടെയും നിലപാട് നാട്ടുകാർക്കിടയിൽ ആശങ്ക സൃഷ്ടിക്കുന്നതായി ആരോപണം ഉയരുന്നു.

കേസിന്റെ അന്തിമ വിധി വരുംവരെ ടോൾ പിരിവ് നിർത്തിവയ്ക്കണമെന്ന് ജില്ലാ കലക്ടർ എൻ.എച്ച്.എ.ഐയോട് ആവശ്യപ്പെട്ടിരുന്നു. എന്നാൽ കോടതി കേസ് മാറ്റിയതോടെ “ടോൾ പിരിക്കാൻ സാങ്കേതികമായി അനുകൂല സാഹചര്യമാണ്” എന്ന അഭിപ്രായത്തിലാണ് എൻ.എച്ച്.എ.ഐ

പ്രദേശവാസികൾക്ക് സൗജന്യ യാത്ര അനുവദിക്കാൻ എൻ.എച്ച്.എ.ഐയും ഉപകരാർ കമ്പനിയായ സ്കൈലാർക് ഇൻഫ്രയും ശ്രമിക്കുന്നുണ്ട് . വാഹനം രജിസ്റ്റർ നമ്പർ, വീട് നമ്പർ, വൈദ്യുതി ബിൽ തുടങ്ങിയ രേഖകൾ ഉപയോഗിച്ച് യാത്രാ സൗജന്യം നൽകാനുള്ള ചർച്ചകൾ നടന്നുകൊണ്ടിരിക്കുകയാണ്

എന്നാൽ ഇത് “കൈക്കൂലി ” പോലെ മാത്രമാണെന്നും, ഞങ്ങൾ ആവശ്യപ്പെടുന്നത് രാജ്യത്തുള്ള നിയമം നടപ്പിലാക്കണമെന്നാണെന്ന് സമരസമിതി വ്യക്തമാക്കിയിട്ടുണ്ട്.

പ്രതിഷേധക്കാരുടെ വാദം വ്യക്തമാണ്:
ടോൾ പിരിവ് സംബന്ധിച്ച കേന്ദ്രനിബന്ധനകൾ പാലിക്കപ്പെടണം.
60 കിലോമീറ്ററിനുള്ളിൽ ടോൾ പിരിയരുതെന്ന നിയമം എന്തുകൊണ്ട് കുമ്പളയിൽ ലംഘിക്കപ്പെടുന്നു എന്നതാണ് പ്രധാന ചോദ്യം.

“കേന്ദ്ര സർക്കാർ നിബന്ധനകൾ പൂർണ്ണമായും നിലവിലുണ്ടായിരിക്കെ കുമ്പളയിൽ വേറൊരു രീതിയിൽ ടോൾ പിരിക്കാനുള്ള നീക്കം നടക്കുന്നുവെങ്കിൽ അത് നിയമലംഘനമാണ്” — സമരനേതാക്കൾ ആരോപിക്കുന്നു.

പ്രദേശത്ത് നടക്കുന്ന പ്രതിഷേധങ്ങളിൽ ജനപ്രതിനിധികൾ വ്യക്തമാക്കിയ നിലപാട് അപര്യാപ്തമാണെന്ന വിമർശനം ഉയരുന്നു.സമരമുഖത്ത് ജനവാദമുയർത്തിയവർ ഇപ്പോൾ വിഷയത്തിൽ മിണ്ടാതിരിക്കുന്നുവെന്നാണ് നാട്ടുകാരുടെ അഭിപ്രായം.സമരസമിതി അംഗങ്ങൾ കോടതിവിധി അവരുടെ പക്ഷത്തായിരിക്കും വരികയെന്ന് ആത്മവിശ്വാസം പ്രകടിപ്പിക്കുകയാണ് , അന്യായമായ പിരിവ് നിയമപരമായി നിലനിൽക്കില്ലെന്നും വ്യക്തമാക്കി.

The controversy surrounding the Kumbla–Arikady toll collection has intensified once again. Although the Kerala High Court considered the case, the verdict has been postponed, and toll collection has not yet begun. The local community accuses the National Highways Authority of India (NHAI) and the contracted company of creating confusion, ignoring public concerns.

Protesters point out that according to central guidelines, no toll can be collected if another toll booth exists within 60 kilometers. They question why Kumbla is being treated differently and accuse authorities of violating established regulations.

Local residents also criticize elected representatives for maintaining silence on the issue after raising pro-people slogans during campaigns. The protest committee remains confident that the court verdict will support their stance, asserting that unlawful toll collection will not withstand legal scrutiny.
