By ന്യൂഡൽഹി: സംസ്ഥാനത്തെ വോട്ടർ പട്ടിക ശുദ്ധീകരണത്തിനായി ആരംഭിച്ച സ്റ്റേറ്റ് ഇൻ്റഗ്രേറ്റഡ് റോൾസ് (എസ്.ഐ.ആർ.) നടപടികൾ പൂർത്തിയാക്കുന്നതിലെ കാലതാമസം സംബന്ധിച്ച് കേരള സർക്കാരും കേന്ദ്ര തിരഞ്ഞെടുപ്പ് കമ്മീഷനും (ഇ.സി.) സുപ്രീം കോടതിയിൽ നേർക്കുനേർ. വോട്ടർ പട്ടികയുടെ കൃത്യത ഉറപ്പാക്കാൻ രണ്ടാഴ്ച കൂടി സമയം നീട്ടി നൽകണമെന്ന് കേരള സർക്കാർ ആവശ്യപ്പെട്ടപ്പോൾ, ഈ ആവശ്യം ഇ.സി. ശക്തമായി എതിർത്തു.
20 ലക്ഷത്തോളം വരുന്ന എന്യുമറേഷൻ ഫോമുകൾ ഇനിയും ജനങ്ങൾക്ക് വിതരണം ചെയ്യാനോ, നടപടിക്രമങ്ങൾ പൂർത്തിയാക്കാനോ കഴിഞ്ഞിട്ടില്ലാത്തതാണ് കാലതാമസത്തിന് കാരണമെന്നും ഇത് വോട്ടർ പട്ടികയുടെ വിശ്വാസ്യതയെ ബാധിക്കുമെന്നും സംസ്ഥാനത്തിനുവേണ്ടി ഹാജരായ സ്റ്റാൻഡിംഗ് കൗൺസൽ സി.കെ. ശശിയും അഭിഭാഷക മീന കെ. പൗലോസും കോടതിയെ ധരിപ്പിച്ചു. ചീഫ് ഇലക്ടറൽ ഓഫീസറുടെ റിപ്പോർട്ടാണ് ഈ വാദത്തിന് അവർ അടിസ്ഥാനമാക്കിയത്.
എന്നാൽ, ഈ കണക്കുകളെ കേന്ദ്ര തിരഞ്ഞെടുപ്പ് കമ്മീഷൻ ചോദ്യം ചെയ്തു. കേരളത്തിലെ 97 ശതമാനം ഫോമുകളും ഡിജിറ്റൈസ് ചെയ്തതായി ഇ.സി.ക്ക് വേണ്ടി ഹാജരായ സീനിയർ അഭിഭാഷകൻ രാകേഷ് ദ്വിവേദി കോടതിയെ അറിയിച്ചു. എന്നിരുന്നാലും, സംസ്ഥാനത്തിൻ്റെ അപേക്ഷ പരിഗണിച്ച് ഒരു ആഴ്ചത്തേക്ക് സമയപരിധി നീട്ടാൻ തയാറാണെന്നും, പുതുക്കിയ ഷെഡ്യൂൾ പ്രകാരം ഡിസംബർ 18 വരെ ഫോമുകൾ സമർപ്പിക്കാമെന്നും ഡിസംബർ 23-ന് കരട് വോട്ടർ പട്ടിക പ്രസിദ്ധീകരിക്കുമെന്നും അദ്ദേഹം അറിയിച്ചു.
സി.പി.എം. സംസ്ഥാന സെക്രട്ടറി എം.വി. ഗോവിന്ദൻ ഉൾപ്പെടെ നൽകിയ ഹർജികളിൽ വാദം കേട്ട അഭിഭാഷകർ, ഇത്രയും വലിയൊരു പ്രക്രിയ പൂർണ്ണമാക്കാൻ നിലവിലെ സമയം മതിയാകില്ലെന്ന് ചൂണ്ടിക്കാട്ടി. എങ്കിലും, വോട്ടർ പട്ടിക പ്രസിദ്ധീകരണത്തിലെ ദേശീയ സമയക്രമം തെറ്റിക്കരുതെന്ന നിലപാടിലായിരുന്നു ഇ.സി. ചീഫ് ജസ്റ്റിസ് പോലും സമയം നീട്ടുന്നതിനോട് വാക്കാൽ അതൃപ്തി രേഖപ്പെടുത്തിയിരുന്നു.
സംസ്ഥാന സർക്കാർ, രാഷ്ട്രീയ കക്ഷികൾ, വിവിധ ഹർജിക്കാർ എന്നിവരുടെ ആവർത്തിച്ചുള്ള അഭ്യർത്ഥനകളെത്തുടർന്ന്, വിഷയത്തിൻ്റെ എല്ലാ വശങ്ങളും വിശദമായി പരിശോധിച്ചശേഷം ഹർജികൾ ഡിസംബർ 18-ന് വീണ്ടും പരിഗണിക്കാമെന്ന് സുപ്രീം കോടതി അറിയിച്ചു.
